Abstract：Gatedutsldlandisiicalisueinlandmagt;ecivecsdeelandseatie fiscalpressureanddistortsupplyplangispapereviesnationalcearanceeffortssiceO9andaalestheulestcoes， andimplementationchallengesofthe2O25roundofclasifiedclearance.Findings indicatediscrepancies betweencentralandlocal statistics duetoncompletedata，subjectivefrecastingoffuturesuplyndambiguousrgulatios.Sixoptimzationstrategiesae proposed：Optimizingthecleaningrules，ehancing thesientifcbasisoflandrequisitiondecisions，improvingland-useandoeshp transferpathways，stablisingadynamictematicmapforgranted-but-nsuppliedland，institutingadynamicapprovaleview mechanism，andfrmulating technicalrules forindicatorrevitalization.Aclosed-loop managementsystem，fromlandapprovalto disposal and reuse，is essential to promote efcient land use and support high-quality development.
