浅议新建化工装置试开车安全管理问题及应对策略

摘要：化工企业项目建成投料试开车一次成功是确保生产运营安、稳、长、满、优的基础。围绕化工企业投料试开车前的安全管理重点，分析化工企业投料试开车过程安全管理存在的问题，基于HSE管理体系要素要求，提出解决对策，为提高化工企业安全管理水平提供参考。

Abstract：The successful completion and commissioning of a chemical enterprise project is the basis for ensuring safe，stable，long，full and excellent production and operation.Focusing on the safety management focus of chemical enterprises before commissioning，this paper analyzes the problems existing in the safety management of chemical enterprises during commissioning，and proposes solutions based on the requirements of HSE management system elements，so as to provide reference for improving the safety management level of chemical enterprises.
