Abstract：Inordertopromotetheprotectionofmarineecologicalservicefunctionsandachieve market-orientedtransformationofecologicalvalue，thisarticlecombinestheoperatingprinciple ofnaturalresourcesecologicalbanks，analyzestheinternalcorelationmechanismbetwenecologicalbanksandmarineecologicalvalue，andusesSWOT methodtodeplyanalyzetheadvantages，disadvantages，oportunities，andthreatsofbuilding marineecologicalbanksinthe YelowSeaandBoHairegions，andputsforwardcorespondingsugestions.Theresearchresultsindicatethat：（1）Theoperationofecologicalbankshelpstoimprovetheorderofmarine ecologicalresourcemanagementandpromotesthevalueenhancementofmarineecologicalservices;（2）ThecoastalprovincesandcitiesintheYelowSeaandBoHairegionshaveabundant marineresources，activemarinedevelo mentactivities，anda odbasicenvironment，whichis conducivetotheexplorationandinovationofmarineecologicalbanking models.However， therearestilcertainconstraintsandchalengesinpolicy，management，and marketaspects; （3）VariousregionsintheYelowSeaandBoHaishouldstartwithpolicyguidance，soundmanagement，andinovativemodels，fulyutilizetheadvantagesofregionalmarineresources，and buildanew mechanismofmarineecologicalbanks，providingamanagementparadigmforthe developmentandutilizationofmarineresourcesandtheprotectionofmarineecologicalservice valuesincoastalareasacrosthecountry.

自然资源可持续开发利用在高质量发展阶段显得尤为重要，根据中共中央办公厅、国务院办公厅《关于建立健全生态产品价值实现机制的意见》，各地进行了理论和实践的积极探索，其中生态银行作为新兴手段，其管理理念和管理模式得到广泛关注，黄渤海地区对此也进行了积极试点，取得了良好效果。（剩余18250字）
