Abstract：Inrecent ears，China's elaicfisher hasaceleratedindustrialtransformationand upgradinginsteady development，and hasplayed a positiverolein metingthe growing domestic demand for seafod，aleviating the intensity of ofshore fishing， promoting multilateralfisherycoperation，andsafeguardingnationalmarinefisheryrightsandinterests. Acordingtotheempiricalresults，the1 provincesaredividedintothre levels：Shandong， FujianandZhejiangarethefirstlevel，andthecompetitivenes ofpelagicfisheryisthestrongest;GuangdongandJiangsuareatthesecondlevel，andthecompetitivenes ofpelagicfishery isstrong.Shanghai，Liaoning，Guangxi，Beijing，HebeiandTianjinarethethirdlevel，andthe competitivenes ofpelagicfisheryis weak.Itissugestedthatal provincesinovateand improvepelagicfisheriesengineringequipment，cultivatethemarketofpelagicfisheryaquatic products，strengthentechnologicalinovationandpolicysuport，andpromotethedevelopment ofthewholeindustrialchain.
