Abstract：Grendevelopmentofthemarineindustryisanecesarypathtoachievehigh-quality developmentofthemarineeconomy，anditisalsoanimportantpartofimplementingthestrategyofbuildingastrongmarinecountryandthe"DoubleCarbon"goals.Basedontheanalysisof theconotationmechanismofgrendevelopmentinthemarineindustry，theevaluationframeworkandindicatorsstemfor rendevelo mentinthemarineindustr areconstructedfrom fourdimensions：suport，growth，endogeneityandinfluence.With2020asthebaseperiod， thelevelofgrendevelopmentinChina'smarineindustrysincethe14thFiveYearPlanisevaluated.ResearchshowsthathelevelofgrendevelopmentofthemarineindustryinChinahasincreasedyearbyyearinthepastthre years，withthegrendevelopmentindexofthemarineindustryin202 being 28.2% higherthanthatin2020.Amongthem，theanualgrowthrateof growthpower （34.6% ）issignificantlyhigherthantheanualgrowthrateofmarinegrendevelopment （13.2% ），whiletheanualgrowthrateofsuportpower （1.1% ），endogenous power （4.1% ），andinfluence （4.6% ）arealsignificantlylowerthantheanualgrowthrateof marinegrendevelopment.Growthpowerplaysamajorsuportingroleinimprovingthelevel of rendevelo mentofthemarineindustr .Toaceleratetherealizationofthe"dualcarbon" goal，itissugestedtofurtherstrengthentheleadingroleofscientificandtechnologicalinovation，aceleratethetransformationofnewandolddrivin forcesinthemarineindustr ，continuouslyoptimizeandadjusthemarineindustrylayout，solidifyandenhancethedevelopmentenvironmentandfoundationofthemarineindustry，comprehensivelyimprovethegrendevelopment caacit of the marine industr ，thereb romotin the ren and hih-ualit developmentofthemarineindustry.
