Abstract：Agricultureisthefoundationofthecountry，andfisheryisakeylinkintheproces of agriculturaldevelopment.ConductingrelevantlegalguaranteresearchonthegrendevelopmentofLiaoning'sfisheryisimportantfortheimplementation of GeneralSecretary XiJinping's key conclusionthat"lucidwatersandlushmountainsareinvaluableasets."Ithaspracticalsignificanceandisconsistent withthespiritualaxisofsocialistecologicalcivilization.Itaimsto preventthefisheryeconomicdevelopmentinLiaoningProvincefrombreakingthroughthebottomlineoftheecoloicalenvironment，inlinewithinterenerationalustice，makin contributionstothe resentandbenefitin thefuture.Inordertoachievesustainabledevelo mentof fishery，we mustpayatentiontotheestablishmentandimprovementofgrendevelopment conceptsandlegalguarante mechanisms.Thisarticleanalyzestheconotation，significanceand legalprotectionstatusofisherygrendevelopmentinLiaoningProvincefromtheperspectiveof theconotation，significance andlegalprotection status offishery gren developmentin Liaonin Province.The roblemsexistin inthe roces offisher rendevelo mentinLiaoningincludethelaginglegislationoffisherygrendevelopment，theabsenceofsuportingimplementationdetailsforfisherygrendevelopmentandtheimperfectfisherysupervisionsystem. Italso givessolutionstostrengthenthesystematicspeciallegislationforgrenfisheries， improvethesuportingimplementationrulesoffisherylaws，andimprovethefisherysupervisionsystem.Itishopedthatbyexploringthelegalprotectionisuesexistinginthegrendevelo mentofLiaonin'sfisher ，efective olic su estionsanddecision-makin su ortcanbe rovided.
