Abstract：China'seconom hasshiftedfrom hih-sed rowthtohih-ualit develo ment. Buildingagren，low-carbonandcleanenergysystem withrenewableenergyasthemainbody isanimportantstrategicdirectionofChina'senergydevelopment.Marineenergyisanimportant partofChina'senergysecurity.Comprehensivedevelopmentofmarineenergyandactiveexplorationofintegrateddevelopmentofmarineenergyareimportantmeanstopromotetherealizationofthe“dualcarbon”goal.Atthesametime，thecomprehensivedevelopmentofmarineenergywilalsooptimizetheenergystructureofChina'scoastalprovinces（autonomousregions， municipalitiesdirectlyunderthecentralgovernment）andpromotethedevelopmentofrelated industrialchains.Atpresent，therearestilsomeproblemsandchalengesinthedevelopmentof integratedofshoreenergyinChina.Thispapersummarizestherecentnationalenergyrelated policiesandthecurentdevelopmentsituationofmarineenergy，putsforwardthethinkingon theintegrateddevelopmentpathofmarineenergyincombinationwiththehotspotsintheindustrydevelopment，andputsforwardcorespondingsugestionsforthedificultiesanddifi

cultiesinthedevelopmentproces.
