新质生产力下的山东海洋经济四链合奏路径

Abstract：New- quality productive forces centre on technological innovation， propeling economic growth from quantitative accumulation towards qualitative leaps. As a major maritime economy， Shandong ranks among the nation's leaders in marine GDP yet confronts structural challenges including low technology commercialisation rates，excessive reliance on traditional industries， inadequate financial support，and insufficient policy coordination. Drawing upon Shandong's specific context，this paper proposes a ‘four-Chain Synergy’ framework （innovation chain，industrial chain，capital chain， talent chain）.By breaking through the innovation chain，upgrading the industrial chain，refining the capital chain，and coordinating the talent chain，it aims to establish a closed-loop mechanism linking ‘technology-industry一capital一talent'. This approach seeks to eliminate structural constraints and thereby propel the marine economy towards high-quality development.
