Abstract：Nowadays，a new round of technological revolution and industrial transformation is developing in depth，and we are in an important period of opportunity for the formation and development of new marine productive forces，which will bring historic changes to Liaoning's fisheries.Therefore， cultivating new marine productive forces is an effective strategy for Liaoning to achieve high一quality development of its fisheries，build a strong maritime province，and take the lead in achieving comprehensive revitalization in Northeast China. However，at present，Liaoning faces challenges such as inadequate public services， weak scientific and technological support for fisheries， worsening marine environmental pollution，and a shortage of high一quality fisheries professonals. To address these issues，Liaoning urgently needs to accelerate the cultivation of new marine productive forces by formulating development plans，strengthening the material foundation，activating growth momentum，fostering compatible industries，and gathering high一caliber talent to empower the high一quality development of the fishery industry.
