Evaluation of the operational efficiency of TCM resources in primary medical institutions of closely-knit county-level medical community

[Abstract]Objective Toanalysetheoperation eficiencyofTCMhealth resources in primary medical institutionsbeforeand afterthemplementatioofthecloselyknitcounty-levelmedicalcommunitytherebyprovidingreferencesforfurtherimprovigthe eficiencyofTCMserviceswithinsuchcommunities.MethodsBasedondatacollctedandverificationconductedbyrelevant medicalinstitutionsorganizedbythemunicipalhealthcommissiontohichthesamplecountiesbelong，thisstudyemploysthedata envelopmentanalysismodelandthe Malmquistindexmodeltoanalyzetheoperational eficiencyof TCMhealthresources from both staticanddynamicperspectivesResultsFrom2018to2O24，theaveragecomprehensiveeficiencyof TCMresources inhe primarymedical institutionsofthesample countywas0.704，with pure technicalandscaleeficiencyaveraging0.825and0.853 respectively. Thetotal factorproductivity change index increased by 38.4% ，thetechnical efficiency change indexincreasedby 21.2% ，and the technological progress change index increased by 14.2% . Conclusion The operational efficiency of TCM resources inthiscountysprimarymedicalinstitutionsexhibitedanupwardtrend.Technologicalprogressisthemainfactoraectingthe operational eficiencyofTCMresourcesinprimarymedicalinstiutionsofclose-knitcounty-levelmedicalcommuntis.Itis sugestedthattheconstructionof thismedicalcommunityshouldpriorizeasynergistcapproachfromthreeaspects：optiizingthe investmentstructure，strengtheningperfomanceincentives，andestablishingaregulartechnicaltransmissionmechanismaiingto consolidatetheadvantagesoftechnologicalprogressandcontinuouslyimprovetheoperationaleffciencyofTCMresourcesin primary medical institutions.
