Abstract：Inrecentyears，withthedevelopmentofsocialeconomyandthepromotionofurban-ruralintegration，coleges anduniversitieshaveplayedmoreandmorerolesinlocaldevelopmentandbecomeaforcetoservethesociety.Thispaper analyzesthenecesityandfeasibilityofgoverment-universitycooperationtoparticipateinlocalurbanandruralconstruction， basesonthecharacteristicsandadvantageousresourcesofengineeringcollgesanduniversities"civilconstructionmajors themselves，putsforwardthepathofgovernmentuniversitycooperationmechanismconstructiontoformthenormalizationof cooperation，thestandardizationoftheorganization，thesystematizationofteachingandthesharingofresources，andtakesthe government-universitycooperationofcivilconstructionmajorsinShenyangUniversityofTechnologyasapractice，andiplements itthroughthesigningoftheagreement，theprojectandtheresultsofthelandinginthethreestagesofurbanandrural constructionpracticepath，completesthepracticeofyouthdevelopment-orientedcityconstructionandruralhabitatconstruction practicebasedonthecoperationbetweengovernmentanduniversityprovidingreferenceforthetheoreicalresearchandpractice ofthecivilconstructionclassofcolegesanduniversiestoservethelocalurbanandruralconstructioninthenewperiod.
