Abstract： Based on data related to the open access rate of archival holdings in China's comprehensive archives from 2013 to 2022，along with the National Archives Statistics Annual Report released by the National Archives Administration of China，this paperanalyzes the impactof algorithmic discipline on thearchival open accessrate.The studyfinds thatunderanalgorithm-dominated evaluation system，archival institutions have gradually weakened their autonomyinopenaccesstrategies，leading toaformalisticapproach inopenaccessasessments.Thisresultsinan increaseinthequantityofopenedarchivesbutadeclineintheiractualutilization.Additionaly，thefragmentation of user feedback and the 'Echo chamber' effect exacerbate the mismatch between the supply and demand of archival resources，whilethe lack of afeedback mechanism further hinders the development of an open archival ecosystem.The paper also points out that lagging platform governance reduces the effectiveness of archival policy implementation，creating a dilemma where'data prosperity'coexists with'demand shrinkage'inarchival openness. To address these issues，this paper proposes pathways to optimize archival open access rates，including constructing diversified evaluation metrics，introducing user feedback-driven algorithmic optimization mechanisms，and strengthening platform governance to promote high-quality opennessand effective utilization ofarchival resources.
