Abstract： Under the background of digitaltransformation，thedevelopment of enterprise archive resources is faced withthe systematic dilemma of lagging infrastructureconstruction，fault of valuetransformationand insuficient service innovation.Taking the Archives management practice of China Railway Bridge Bureau Group Co.， Ltd.as theresearchobject，this paperconstructsathree-dimensionalcolaborativetheoreticalframeworkof‘Infrastructure construction-resource development-service innovation'，systematicallyexplains the internalmechanismof the whole process development of enterprise Archives resources，and provides practical guidance for the development and Utilization of enterprise Archives resources.
