Abstract： Through analyzing the categories and characteristics of risks in the process of archival opening and Utlization，tispaperidentifiesthatterissprimarilyconsistoftechicalrssiformationleakagerissutilzatioisks andinstitutional environmental isks，which are characterized by their potential，objective，and complex nature.In response，thepaperproposes countermeasures from twoperspectives.Firstly，itsuggests establishinganinstitutiondl system centered on the re-evaluation of open archives，includinga complaint and feedback mechanismfor archival utilization，anarchivalrecallsystem，andalegalpolicyevaluation system，topreventand controlrisksasociatedwith alreadyopenarchives.Secondly，it emphasizes theneed tostrengthen internal iskprevention，includingenhancing andperfecting informationsecuritymanagement，technicalsafeguards，andstaff raining，toprevent risks as muchas possible.
