Abstract：With thein-depth developmentof informatization，thearchivalindustryhasenteredthe'Post-paper era'. In this context，the disposalof paper Archivesthat have been digitized has becomeanimportant practicalissue that we cannot avoid.In the processof the transformation of Archives management from a double system to asingle set of filemanagement，weshouldadoptathree-stageprogressiveprocessing modeforpaperfiles.Thatis，thethreestages ofdouble system，single-track systemstage，and'historicization'，andthecoresponding paperfiledisposalmode is： 'graduallyfadeout'mode，'frozen protection'mode，and'culturalrelicsdevelopment'mode.In the'gradual fadeout' mode，the number and scope of paper documents should be reduced according to the actual situation，and paper Archives with permanent storage period should be retained and continued，as wellas some paper Archives withrelativelylargeutilizationvalue;Inthe'frozenprotection'mode，paper Archivesshouldbesealed，andthesealed paper Archives should be regularly identified，andsome paper Archives that do not have permanent storage value shouldbegraduallyeliminated：Inthe'culturalrelicsdevelopment'model，combinedwiththetheoryofculturarelics management and utization，paper Archives with historical and cultural value are regarded as'historical cultural relics'，and the original documents are sealed， hierarchical management and digital display.
