Abstract：The establishment of an Open Current Documents Centerin archivesis not merely an expansion of archival functions norsimplyanaditional venueforcitizens to accesspubliclyavailable government information.Rather，it serves asa bridge connecting the Regulations on the Disclosureof Government Information and theArchives Law.The government information provided by the Open Current Documents Center is legally mandated for public disclosure. The existence of such centersin archives effectively eliminates the closed period for archival holdings，enabling the synchronous release of publicly available government information alongside administrative agencies.China has genuinelyachieveda zero-year closed period，positioningitself as a leaderin the international archival community. This approachis more thoroughthan thatof countrieswhichostensiblyclaimto have abolished the closed periodbut have not truly implemented a zero-year closed period in practice.
