Abstract： With the digital economy becoming a newengine of global economic growth，thevalue of archival data asakeyproductionfactorisincreasinglyprominent.Thisarticleanalyzes theorganizationandvalueofarchivaldata elements，drivingthe transformationof state-ownedenterprisearchival governance models.Basedon the dificulties in existing archive governance models，a governance model with data elementization organization and value driven as the core has been proposed.And explore practicalpaths such as upgrading the concept of data element management，improving the system of data element management，strengthening the constructionof archive data element resources，and enhancing archive data technology support，providing theoretical guidance and practical reference for the transformation and practice of enterprise archive data governance mode.
