Abstract:This study systematicallyorganizes the legalprovisions related to court translation in California statutes since 1872,and divides their historical development into three stages based on the development of the court translation system and historical background: the Foundation Period (1872- 1972),the System Construction Period (1973-1992),and the Maturation and Optimization Period (1993-present). The study finds that the court interpreting system encompasses six key aspects: scopeof services,cost responsibility,serviceproviders,qualification certification,translation procedures,and policy evaluation mechanisms. Among these,the scope of services and cost responsibility were the first two themes addressed. Over time,the types of cases covered by court translation have gradually increased,and the proportion of costs borne by the government has steadily expanded,with an emphasis on protecting the interests of disadvantaged groups.The development of service providers is closely linked to qualification certification system,promoting the professionalization of interpreters. The translation procedures have also evolved from a rudimentary to astandardized and unified model. Finally,the policy evaluation mechanism highlightsthe importanceof researchand emphasizes the roleof professional interpreters.
