Abstract：Ruralgovermanceisanimportantpartofprimary-levelgovernance.Strengtheningandimprovingruralgovernance isanimportantguaranteeforachievingruralevitalization.AsasuccessulChinaprimary-levelsocialgovemanceexperience，the "FengqiaoExperience"hasextremelyimportantreferencesignificanceforChina’sruralrevitalizationworkFromtheperspectieof governancereality，weakandlaxprimary-levelorganizationconstruction，lowparticipationofvilagers，andlagingrural civilizationconstructionareprominentproblemsincurentruralgovermance.Onlybybuildingatop-downcommunicatioand coordinationmechanismandbotom-upandvllagerautonomyimplementationmechanismcanagovemancesystem thatislinked andintegratedcanensuretheefectivenessofruralsocialgovernance.The"FengqiaoExperience"，whichhighlightsthe characteristicsof primary-levelgovemanceinChinacreatesacompletegovemancesystemforruralsocialgovemance.Inrecent years，Hohot，asamulti-ethniccityhasadheredtoandimplementedthePartysmassline.Inaccordancewiththeideasof co-construction，co-governanceandsharedgoverance，Hohothasfullymobilizedthemases，organizedthemasses，andrelied onthemasses tosolvetheirownproblems.Inimproving theabilityandlevelofsocialgovernanceinthecity，wehave embarkedonanewpathofprimary-levelgovernancebasedonactualconditions.Inordertofurtherimprovetheeffciencyof ruralgovermance，itisnecessarytobeterlearnfromthe"FengqiaoExperience"oftheneweraandusethe"Fengqiao Experience" of the new era to achieve good rural governance.
