全域土地综合整治项目工作若干问题的思考

Abstract：Inordertocomprehensivelypromotethescientificimplementationofcomprehensivelandimprovementworkacro theregion，thispaperisbasedonthepolicybackgroundofthe"Implementation GuidelinesforComprehensiveLandImprovement （Trial）"andthroughliteratureresearch，caseanalysisandothermethods，systematicallanalyzesthe"three-in-one"cultivated landprotectionasthecore.Therectficationcontentandrequirements，andin-depthanalysisofthepracticaldificultiesfacedby currentpractice，includingideologicalunderstandingdeviations，insuffcientobjectivedrivingforces，policyimplementation deviations，problemssuchasinsuficientcordinationinplanplanningandthetendencyofshort-termfunds.Inresponsetothe aboveproblems，countermeasuresandsuggestionsareputforwardtostrengthenstrategicawareness，activateendogenous motivation，refinetechnicalspecifications，ehancecordinationandlinkageoptimizerevenuestructure，andimprovelongte governancemechanisms.Research hasshown thatcomprehensiveland improvementacrosstheregionneeds tocordinate policy convergence，ownershipprotectionandmultiplefundingchannels，optimizeimplementationplansina"problem-oriented"manner， andpromotethecoordinateddevelopmentofruralspacegovernanceandindustrialrevitalization.Theresearchprovidestheoretical referenceandpracticalpathsforthestandardizedimplementationofcomprehensivelandimprovementprojectsacrosstheregion.
