Abstract：Sincethe19th National CongressoftheCommunistPartyofChina（CPC）openedanewerathe Rural Revitalization Strategyhasocupiedapivotalpositionintheagendaofpublicculture，whichhasputforwardnewchalengesand opportunities forexcavatingandutilizinglocalhistoricalandculturalresourcesandpromotingthecomprehensiverevitalizationof ruralareaswithprimary-levellibraries.Thispaperfocusesontheprimary-levellibrariesinZhangjijieareaandusesa methodologicalframeworkthatemphasizesboththeoreticalexplorationandempiricalanalysistodeeplyanalyzethecurent situationandchallngesoftheselibrariesintermsofservicesubjects，serviceobjects，servicecontentandservicefectivees. Onthisbasis，theresearchperspectiveiselevatedtotheoverallevelofRuralRevitalizationStrategyandaseriesoftargeted strategies areput forward closelyaround the characteristicsandactual needsofrural population structure.
