Abstract：Scienceandtechnologyevaluationisaspecializedasessmentandconsultingactivitythatfollowscertainprinciples， utilizesstandardizedprocedures，andscientificmethods，andfocusesonsientificand technologicalactivitiesaswellas relatedbehaviorsandelements.Asacrucialcomponentofscienceandtechnologymanagement，itisof greatimportance for optimizingtheallocationofscienticandtechnologicalresourcesandimprovingtheeffciencyoffiscal investmentsinscience andtechnology.BasedontheResearch ProjectofGuangzhou Standards System for ScienceandTechnologyEvaluation，this paper systematicallanalyzesthebackground，demands，esearchcontent，inovationpoints，andimplementationpathsof the standardizationof science and technology evaluation in Guangzhou.The paper establishesacomprehensive framework of standardssystemforthescienceandtechnologyevaluation，whichencompases12categoriesofnormsandindicators， includingscienceandtechnologypoicies，projects，talentandoutcomes，sellasevaluationinstitutionsandpersoel，nd otherkeytechnology evaluationelements forinformatizationconstruction.The paper provides scientificand standardized technicalsupportforGuangzhou’scienceandtechnologyevaluation，whichhassubstantialpracticalvalueforenhancingthe quality of science and technology evaluation and fostering innovation-driven development.
