Research on the Construction of the Whole-process Management Standards System of Government Informatization Projects -Taking Province Z as an Example

Abstract：This paper aims to builda standards system for the whole-process management of provincial government informatization projects，inordertoimprovethelevelofconstructionand managementof government informatizationprojects andsupport the high-qualitydevelopmentofdigital government.In viewof the curent lack of aunified standards system， this paper describes the background，basisand strategies of theconstruction ofthe whole-process managementstandards systemof government afairs informatization projects;onthe basis of theexisting relevant normative documents andresearch results intheacademic literature，itputs forwardadynamicand iterativethre-dimensional structurefortheconstructionof the whole-proess management standardssystemofthe governmentaffairsinformatizationprojectsbythefelds，categories andlevels ofstandards;and itbuilds a standards system withthemaincontents of general foundation，project management， construction management，acceptance management，operationand maintenance management，performance evaluation and securityguarantee.This paper fils inthe blankof the whole-process management standardssystemoflocal government affairs informatization projects，provides standardizedand systematic management guidelines forthe constructionof local governmentafairs informatization projets，andalsoprovidesa practicalfoundationforbuildingarule-of-lawgoverment，a cleangovernmentandaservice-oriented government.Inthefuture，attentionwillbepaidtotheoptimizationandvalidationof the standards systemto further enhancethe management efectiveness of governmentafairs informatization projects.
