Abstract： In recent years，telecommunications fraud has seriously infringed upon the legitimate rights and interests of the peopleand affected the harmonious and stabledevelopmentof society.Practice has proven that early Warning and dissuasion are of great significance in preventing and stopping people from being deceived.In 2023， a total of 8.196 million potential victims were dissuaded nationwide，resulting in a reduced fraud rate to 0.24% However，there are still problems such as low professionalcompetence of the teamand untimely warning，mainly due to imperfect mechanisms and immature technology.The effectivenessof warning and dissuasion should be exerted through optimizing mechanisms and upgrading technology.

预警劝阻是电信网络诈骗犯罪发展到一定阶段出现的应对产物，也是一项具有中国特色的工作创新，具体是指公安执法人员通过远程（电话、短信、网络等）或当面对即将、正在遭受电信网络诈骗侵害的潜在受害人、受害人进行反诈宣传、劝说阻止等，以阻断电信网络诈骗进程[1]。（剩余4769字）
