Study on Monitoring Mode of Electronic Guided Rubber Wheel System

Abstract:The electronic guided rubber wheel system giving consideration to both the safety and efficiency of rail transit and theeconomy and flexibilityof thecommon public transport is a new typeof low-capacity rail transit systemapplicable to complementationand extensionof rail systems in small,middle and large cities. At present,this system is under commercial operation in multiple cities and showing good economic benefit and social value. However,as its system is special and that its technical standards and management system are in the improvement stage,some problems such as diferent monitoring modes and lack of regulations have arisen.On the basis of in-depth study of current technical standards,local regulations and operation practices, this article analyses theactual situation and institutional gapof monitoring of theelectronic guided rubber wheel system in China,summarizes the monitoring practices and experiences of typical cities and proposes to establisha monitoring framework centered on thevehicle registration management,the driver admission system and the product responsibility insurance.According to the study,making reference to the management advantages of the rail transit and the public transport systems,the monitoring mode shall take into account both theadaptationof short-term systemand thereservation of long-term legislation andrespect regional differences at the same time so as to provide institutional support for the standardization and the sustainable development of the electronic guided rubber wheel system.
