Study on Application of the Entity in Charge of Maintenance Regulation System to the Maintenance of Metro Cars

Abstract：Metro cars face various potential risks in course of daily operation.The functional failures or structural faults of car system may lead to consequences in different extents，from causing the equipment damage and the economic loss to endangering the safety of passengers’lives. An important factor of guaranteeing the safe operation of metro cars is the maintenance of cars. European Railway Agency（ERA） has established thecertification mechanism for theEntity in Chargeof Maintenance（ECM）of therail vehicles running on the interoperable railways of European Union with the objective of establishing and enhancing the maintenance system of rail vehiclesand effectively reduce the operation risks of rail vehicles toanacceptable range by implementing scientific management and maintenance measures.Based on a deep analysis of the ECM regulation system，the article systematically expounds the constitution of the system，the certification mechanism and its path of implementation and mainly makes the case analysis based on the metro car maintenance scenarios. Through the typical cases，the article demonstrates the benefits of this system interms of structuring the maintenance organization，reduction of operation and maintenance costs， satisfaction of customers’needs and level of safety and finally looks forward and gives suggestions on the improvement of effectiveness of the maintenance work.
