Abstract

The illegaladditionofnon-ediblesubstances tohealthfood isanilegalactthat threatenspublic health.This paper conducts systematic research on summarizing international experiences and developing localized innovationstoaddressthisissue.China facesseveral problemsinthisarea.Intermsofsupervision，under the“dual-track system”of registration andfiling，there is an imbalance between standardsand enforcement efforts，with the detection rateof non-edible substanceaditionsin filed products significantly higher thanthatinregistered products.Intermsoftechnology，thedevelopmentofdetectionmethods fornewillegal substancesand theupdate of relevant catalogs lag behind.At thesocial level，consumersareeasily misledbyfalseadvertisementsand have weakabityto identify problematic health foods.Bydrawing onthe advanced experiences of EuropeanandAmerican countries in risk classfication management and blockchain traceability，this paper proposes systematic and targeted solutions from theaspects of optimizing the regulatory system，upgrading technical capabilities，and strengthening social co-governance. A“three-levelpreventionandcontrol”mechanism ledbythepublicsecuritydepartmentisestablished，withthe useof big dataearlywarning models forsourcepreventionand control，theoptimizationof technical means for circulationblocking，andthestrengtheningofsocialco-governance forearlyreliefofinfringements.Theaimis to buildalong-term governance ecosystem of goverment supervisionand social co-governance，promote the returnof the health food industry toitsessential safety，and effectivelysafeguard public health.
