Enhancing the Effectiveness and Motivation of Grassroots Smart Market Regulation： A Practice-Based Reflection on Hubei Province's Smart Food Safety Regulation

Abstract

Inrecent years，the State Council has placed high importance on the inteligent development of market regulation，explicitly proposing the critical reform direction of“Internet + Regulation”and outlining clear requirements in the national“14th Five-Year Plan”for market regulation.Specific guidelines，such as The Opinionson Strengthen Servicesand RegulationforMarket Entitiesby Utilizing Big Data，havebeen issued to vigorouslyadvance smart regulation from concept to practice.As the“frontline”of the market regulation system，grassroots market regulation departments not only serveas the keyto smart regulation implementation，butalsoplaysafoundational roleintheconstructionofsmartregulationsystems.Grounded in therepresentative case of Hubei Province's SmartFood Safety Regulation，this paper explores methodologies for guiding grassroots regulators insystematicallytransforming thinkingandachieving tangible implementation during the process of designing，promoting，applying，and improving smart regulatory systems.Byanalyzing the current utilization status of smart regulation at the grassroots level， this study proposes optimization strategies to establish scientific and effcient regulatory models，enhance the effcacy and enthusiasm in the application of grassroots smart regulation，and resolve the challenges of “overburdened staffand excessive workload” faced by grassrootsmarket regulation.
