Abstract： Green new quality productive forces represent an advanced form of productivity aligned with the green development paradigm. They inherently support the dual carbon goals by facilitating the coordinated development of the economy and the environment，thereby building a green，low-carbon， circular economy and promoting industrial upgrading. However， the low-carbon atributes of these productive forces are not guaranteed; overcoming challenges such as technological lag， inadequate capital， and market imperfections is essential. To accelerate their development and empower the dual carbon goals，it is essential to follow Xi Jinping's thought on ecological civilization.This involves prioritizing independent innovation capabilities in green and low-carbon technologies，deepening institutional reforms in environmental，market，and talent sectors，and establishing comprehensive，context-specific policy mechanisms.
