Abstract ObjectiveTo identify and clasify stakeholders in regional horizontal specialty alliances，providing references for the eficient operation of such allances.MethodsLiterature research was employed to summarize potential stakeholders，whileexpertconsultationand Mitchellsscoring method wereutilized toidentifykeystakeholders，clas sifythem，and calculate their influence indices.ResultsSevencategoriesof stakeholders wereidentified，with definitivestakeholders including the allance decision一making body，government agencies，and health administrative departments;anticipated stakeholders encompassing the decision一making bodies of member hospitals and medical insurance departments;and latent stakeholders involving employees of member hospitalsand medical demanders （patients，residents，and family members）.The aliance decision-making body hadthe highest influence index（O.83），while employees of member hospitals had thelowest （0.15）.ConclusionFor definitive stakeholders，top—level strategic planning should be strengthened，andacolaborative governance framework should be established.Foranticipated stakeholders，a robust institutional system and long-term incentive mechanisms should be developed.For latent stakeholders，increased attention should be given，and a positive interactive feedback system should be constructed.
