Abstract Objective To analyze and evaluate the diagnosis一related groups （DRG） payment policies in demonstration cities，providing references for optimizing the design of DRG payment policies.MethodsWe searched the official portals of DRG paymentdemonstration cities andthe "PKU Law"database tocollct policy texts related to DRG payment from May 2019 to May 2024. High一frequency terms were extracted using ROSTCM 6 software，and a policy modelingconsistency （PMC）index model was constructed based on previous relevant studies to quantitatively evaluate the ncluded policy texts.ResultsA total of 38 DRG payment policy texts from 14 demonstration cities were included，and aPMC index model with 9 primary variablesand 37 secondary variables was constructed.ThePMC index model analysis revealed that theoverall mean PMC index for the demonstration cities was 6.35；the PMC indices for primary variables such as policytargets（O.96），policy evaluation （0.86），and infrastructureconstruction（O.81）were relatively high，while those for policy timeliness（0.31）and policy mechanisms （O.55）were relativelylow.ConclusionThe overallqualityof DRG payment policiesin the14 demonstrationcities met expectations.Itisrecommendedtofurther pro motethein一depth development of DRG payment reform by constructing a policy framework，seting development goals，improving policy mechanisms，optimizing fund management，and strengthening assessment and evaluation.
