Abstract The lack of unified standards is a key factor restricting the development of internet hospitals. By reviewing existing research，policies，and standard documents，combined with interviews with key informants，this study constructs a theoreticalframework forthe standard system constructionof internet hospitals basedon Hals three一dimensional structure theoryand the work breakdown structure method.This framework covers threedimensions： theobjective dimension（finaloutput），theorganizationaldimension （responsibility attribution），and thesystemic dimension （specific tasks）.It further refines the standard system document framework，encompassing sixcategoriesof standards： foundational，information technology，facilities and equipment，security，service，and management standards.Additionll，the studyproposes construction strategies，including refining tasks within the systemic dimension，establishing inter一organizationalcoordination mechanisms，promoting thealignmentand integrationof standards at different levels， and deepening patient participation mechanisms.
