Abstract：Sinceitsestablishment，theSichuan-Shaanxi Sovietregimehasattchedgreatimportancetofinancialconstruction， introducinganumberofpoliciesandlawstoinstutionalizeandstandardizefinancialwork．Withtheexpansionanddevelopntofthe Sichuan-ShanxiSovietarea，thebaseareagraduallyformedafinancialrevenueandexpendituresystem withconfiscation，requisition， fundraising，taxation，andstate-ownedrevenueasthemainfiscalincome，andadministrativeconstructionexpenditure，military constructionexpenditure，andsocialconstructioexpenditureasteainfinancialexpenditures.Tishasaccumulatedvaluableexpeience for the Communist Party of China to lead the people in national construction.
