Research on the development of China's fishery mutual insurance under the new situation

Abstract：To address the urgent risk protection needs of China’s fishing communities，resolve the insufficient supply of commercial fishery insurance，and provide guidance for the institutional improvement and innovation of fishery mutual insurance，this paper aims to support the construction of a diversified food supply system by " tapping into rivers，lakes，and seas for food." Through a systematic review of the origins，development，operational characteristics，and achievements of China's fishery mutual insurance，the study clarifies its practical value. It then analyzes three core dimensions一 top-level policy design，cultivation of market entities，and technology一driven efficiency enhancement—to propose targeted optimization strategies. These measures aim to further enhance the insurance mechanism's protective capacity，thereby offering robust support for building a maritime power and promoting high-quality development in the fisheries sector.
