Abstract：To promote the standardized operation and healthy development of the fishery insurance market ，effectively enhance the industry's risk resilience，and provides a replicable practical model for implementing fishery index insurance nationwide，this paper takes the weather index insurance for scallop farming in Hebei Province as its research subject. Through an in一depth analysis of its insurance model，implementation outcomes，and practical challenges，the study proposes development pathways such as actively seeking multi-level policy support，promoting multi一dimensional insurance product innovation， strengthening targeted science popularization and publicity，and establishing a scientific claims dispute coordination mechanism. The aim is to provide theoretical references and practical basis for the institutional optimization，product innovation，and sustainable development of weather index insurance in China's fishery sector，support the high一quality development of fishery insurance.
