Abstract：[Purposes] This study aims to provide theoretical references and practical paths for improving the data security governance system in China and achieving precise control and compliant utilization of unclassified sensitive information.[Methods] This study systematically compares the management practices of unclassified sensitive information in major countriesand regions worldwide，such as the United States and the European Union. It extracts common paterns and distinctive characteristics from five dimensions： definition and clasification，legal frameworks，organizational structures，control mechanisms，and technological applications.[Findings]By summarizing the management practices of unclassified sensitive information in major countries and regions worldwide and integrating them with China's data management realities，this study identifies areas for improvement in China's governance of unclassified sensitive information，including top-level design，systemic coordination，closed-loop management and technical support.[Conclusions] A management framework with Chinese characteristics is proposed，which is guided by multi-dimensional objectives，grounded in core principles，supported by institutional，organizational，and technologicalpillars，andreinforcedbykeymechanisms.Itaims toachieve precise control and compliant utilization of unclassified sensitive information while advancing national security and the modernization of data governance.
