Research on EstablishingHenan as a National Talent CenterandInnovation Hub

Abstract： [Purposes] To accurately identify the external drivers and endogenous mechanisms behind Henan's independent innovation capability and talent development，thereby formulating a strategic action plan for Henan to build a national talent center and innovation hub.[Methods] Using analytical methods，this study deeply analyzes the current state of Henan's scientific and technological innovation capabilitiesand talent development，identifies the keychallengesand bottlenecks in its efforts tobecome a national talent center and innovation hub ，and proposes actionable pathways and recommendations to achieve this goal.[Findings]By benchmarking the requirements for constructing national important talent centers and innovation hubs，it is identified that Henan Province currently faces the following issues：weak comprehensive competitiveness in innovation;insufficient cultivation of innovative forces; aninnovation ecosystem that still needs improvement;and incomplete development of innovative scitech talent teams.[Conclusions] Based on the new development stage，Henan Province willfurther advance the construction of national talent centers and innovation hubs by establishing a high-capacity innovation platform system，cultivating a high-caliber talent team，and promoting the high-qualitydevelopment of "Double First-Class" universities.
