非正常情况下行车组织与安全管控

【摘  要】确保铁路运输安全是行车安全管理工作的根基，在任何时候、任何情况下都不能有丝毫动摇。非正常行车组织和安全管控工作是行车工作的短板，需要给予重视。论文分析了影响非正常情况下行车的主要因素，提出了非正常情况下行车组织与安全管控的措施。

【Abstract】Ensuring the security of railway transportation is the foundation of train operation security management work， which can not be shaken at any time and under any conditions. Abnormal train operation organization and security management and control work is the short board of train operation work， which needs to be paid attention to. This paper analyzes the main factors affecting the train operation organization under abnormal conditions， and puts forward the measures of train operation organization and security management and control under abnormal conditions.
