新时代国企混改面临的主要问题及对策研究

【摘  要】混合所有制改革始终是国企深入改革的主要出发点，在国企改革进入深入阶段的情况下，混改的重点逐渐由政策探究、计划制定改变为逐渐落实的具体情况为主，分析混改的原因、如何混改改变为实施规划结构、战略合作和鼓励制度等方面的问题。

【Abstract】Mixed ownership reform has always been the main starting point for the in-depth reform of state-owned enterprises. As the reform of state-owned enterprises has entered an in-depth stage， the focus of the mixed reform has gradually changed from policy exploration and plan formulation to the specific situation of the gradual implementation. From the analysis of the reasons for mixed reform， how to carry out mixed reform change into the implementation of planning structure， strategic cooperation and encouragement system.

1 国企混改存在的问题

1.1 未来预期不明确

仅仅对于混改有很高的期待，不具备对于以后有确定的目标以及改变制度、改进运营明确的措施，社会上的资本家不想参与其中，只有让国有单位参与。（剩余2995字）
