Abstract：Publicdata constitutea vital strategic resource for the nation.However，economic monopolies arising during the authorizationand operationof publicdata hinder therealizationof its intrinsic valueas akeyfactorof production.Due to thelack ofcompetitiveness intheauthorization process，theimmenseeconomic potentialembedded in publicdatand the opacity of the authorization procedures，operating entities are prone to engaging in monopolistic practices.Furthermore， the ambiguity surounding theentities responsible for authorizing and regulating public data，coupled with the neglectof administrative accountability，resultsininadequateoversightofeconomic monopoliesinthisdomain.In lightof these chalenges，itisimperative tointroducecompetitivemechanismsandenhance thesecuritysafeguards for publicdata todiversifytheentities involved initsoperation.While promoting theeconomicutlizationof publicdata，itisequallrucial to strengthen the regulationofitsauthorizationand operation processes，therebyimproving transparency.To ensure that administrativebodies fulfilltheirantitrustregulatory responsibilities efectively，itisnecessarytoimposea stateguaranteeobligationonthese bodies regarding the monopolisticconduct ofoperating entities，therebyrefining theadministrative accountability framework for monopolistic practices in the authorization and operation of public data.
