Abstract：Authorizedoperationofpublicdataisacritical mechanism forunleashingdatavalue，with itsbenefit distribution rules significantly impacting implementation outcomes.Current practices face three contradictions：the neglectof public interestobjectives，disordered profit distribution rules and lack of personal information remedies.Commons theory，by emphasizing usage atributes rather than ownership confirmation，provides theoretical support for establishing equitable fedback mechanisms.It attributes these issues to administrative monopolyover governance rights，deviation from publicoriented goals，and deficiencies in management responsibilities.Toaddressthis，pathways to safeguard public interest should includeestablishing a“public interest priority”principle，constructinga“cost-sharing hierarchical distribution model"through generaland specialusageapproaches to indirectlyreturnbenefits tothepublicand creatingarsponsibilityframework clarifying the government’sabsolute pre-authorization responsibilities，shared operational risks between government and enterprises post-authorization，alongside primary corporate remedies supplemented by government relief mechanisms.
