AStudy on the High-QualityDevelopment of Iceand Snow Sports Tourism in Altay Prefecture， Xinjiang

Abstract：Driven by strong national policies，Altay Prefecture in Xinjiang，leveraging itssuperior endowment of ice and snowresources，possesss the potential to achieve the high-quality development of ice and snow sports tourism.An analysis of the value of such high-quality development in Altay Prefecture reveals that it yields favorable economic，social，and environmental benefits.However，at present，thedevelopmentof iceand snowsports tourism in Altay Prefecture faces several challnges，including limited local resource development， relatively high travelcosts，an incomplete infrastructureand service system，low-levelpromotionand marketing， andashortage of professional talents.Inresponse to these issues，this paper proposes the following development paths，such as promoting integrated development driven by both winter and summer tourism to improve the qualityandeffciencyofresourceconversion;buildingathre-dimensionaltransportation network toreduce costs andoptimizing the travel experience through“fast travel and slow tourism”；improving thesupportingservices of ski resorts and extending consumption chains to enhancethe tourist experience;creatingamulti-dimensional

promotion matrix and leveraging smart technologies to strengthen brand influence;and adoptinga dualdrivenapproach of attractingand cultivating talents to empower the innovative development of the ice and snowindustry.Bytakingthe ice and snow industryas thecore driver，effortsshould bemade to build an ice and snow sports tourism industrial chain，realize the high-quality developmentof the regional economy，and therebyhelpAltay Prefecture becomean internationally influential iceand snow tourismdestination.
