From Geographical Advantage to Competitive Advantage： Synergetic Development of Cultural Tourism and Ice-Snow Sports Industries in Border Port Cities of Heilongjiang Province

Abstract：AsanimportanthubinNortheastAsiaandaregionrichinice-snowresources，HeilongjiangProvince possesses unique development potentialin theupgrading of cross-border cultural tourismand ice and snow sports industries.Basedonthe analysisof the synergetic development theoryandthe assssmentof practical foundations， this paper sortsout thelogical path forthe synergeticdevelopmentofculturaltourismand iceand snow sports industres inborder port citiesofHeilongjiangProvince.Itfurther summarizes thatthesynergetic development of thetwo industries has advantages in aspects such as resources and culture，software and hardware support， and industryand market.Meanwhile，italsofaces challenges including insufficient infrastructureand seasonal restrictions，low industrial integrationand product homogenization，inadequate promotionand weak market expansion awareness.Corresponding strategies are proposed as follows：optimizing resource integration to build ademonstration cluster of"port + ice and snow + cultural tourism";leveragingdigital technologyto empower theconstruction of aprovincial-level smart iceand snow system；and enhancing cros-border cooperation to
strengthen talent cultivation and brand building.By promoting the transformation of border port cities in Heilongjiang Province from geographical advantage to competitive advantage，this paper aims to shape a new ecosystem of cultural tourism and ice and snow industry，and contribute to the high-quality economic developmentofborderareas.
