Two-Way Intervention：The Realization Path of Social Organization Participation in Community Governance -A Case Study of the Caritas Labor-Friendly Community Project in Hong Kong

Abstract：Social governanceisanimportant aspectofnational governance，whichis basedatthegrassroots levelandfundamentallyinthecommunity.Asabasiclinkofsocial governance，communitygovernanceisanim portantgovernanceideatobuildacollaborativegovernancemodel withtheparticipationofmultiplegovernancesubjects.However，inmostcommunitygovernance practicesin Chinasocialorganization，animportant subject，has not really playeditscorerole.Based onithis，through the field reserch to Hong Kong Jianshanli，summeduptheeffectivegovernancemodelandpracticalexperienceofHongKongCaritassocialorganizations in participating in Jianshanli governance.Itis found that，from the macro level，social organizationsshouldbeprovided withatop-down designsystem guarantee when participateincommunity governance. Fromthemicro level，bottom-upcommunity governance model can helpguide community residents to participate inself-governance.Atthesametime， payattention to promote the qualityand efficiency of social organiza tions，so as to enhance themodernizationlevel of community governance comprehensively.Construct apath for socialorganizationstoeffectivelypanticipateincommunitygovernancethroughatwo-wayinterventiongovernancesystem combininglegalizationand socialization.
