Two-Way Intervention:The Realization Path of Social Organization Participation in Community Governance -A Case Study of the Caritas Labor-Friendly Community Project in Hong Kong

Abstract:Social governanceisanimportant aspectofnational governance,whichis basedatthegrassroots levelandfundamentallyinthecommunity.Asabasiclinkofsocial governance,communitygovernanceisanim portantgovernanceideatobuildacollaborativegovernancemodel withtheparticipationofmultiplegovernancesubjects.However,inmostcommunitygovernance practicesin Chinasocialorganization,animportant subject,has not really playeditscorerole.Based onithis,through the field reserch to Hong Kong Jianshanli,summeduptheeffectivegovernancemodelandpracticalexperienceofHongKongCaritassocialorganizations in participating in Jianshanli governance.Itis found that,from the macro level,social organizationsshouldbeprovided withatop-down designsystem guarantee when participateincommunity governance. Fromthemicro level,bottom-upcommunity governance model can helpguide community residents to participate inself-governance.Atthesametime, payattention to promote the qualityand efficiency of social organiza tions,so as to enhance themodernizationlevel of community governance comprehensively.Construct apath for socialorganizationstoeffectivelypanticipateincommunitygovernancethroughatwo-wayinterventiongovernancesystem combininglegalizationand socialization.
