Abstract：Asanewhigh groundfor China‘sopeninguptotheoutside world，thetradelistsystemof Hainan Free Trade Port plays a keyirole inpromotinga high level of opening up and attracting foreign investment. Thispaperanalyzesthedevelopmenthistoryandcurrent statusoftheselist systemsandtheir effectiveness in|promoting tradeliberalization and facilitation through a systematic study of Hainan Free Trade Port‘s NegativeListfor Market Access，NegativeListforForeign Investment Accessand Negative Listfor Tradein Services.The study finds that the negativelist management system of Hainan‘s FTZissuperior to the nationalandFTZversionsintermsofthenumberofentriesanddegreeofopenness，butstillsuffersfrominsufficienttransparency，imperfect regulatory mechanismsand insufficient dockingwithinternational highstandard economic and trade rules.To address these problems，this paper puts forward optimization propos als，includingimprovingthetransparencyofthelist，strengtheningtheregulatorysystem，refiningindus try management measures，and enhancing international cooperation.Through these measures，the Hainan Free Trade Port is expected to further enhance its competitivenessin theglobal economy andachieveahigher leveliof openness and development.
