Talent Cultivation in Local Application-Oriented Undergraduate Universities: Historical, Theoretical, and Practical Rationales

Abstract:Local application-oriented undergraduate universities cultivating high-quality professionals for regional development have historical,theoretical,and practical rationales.Historically,theevolutionof their talent cultivation models stems from dynamic alignment between higher education and societal demands,experiencing policy-driven academic-to-application transition,industrial upgrading with talent imbalances compelingchange,andendogenousdemandsforinstitutional differentiation.Theoretically,multidisciplinary foundations—including the Party's innovation theories,higher education typology,competency-based education,industry-academia integration,andsystems-theoretic dynamicalignment models—provide conceptual frameworks from amultidisciplinary perspective for talent cultivation.Practicaly,a closed-loop“demand-orientation-element-restructuring-quality-assurance”pathway ensures in-depth alignment between talent cultivationand regional demands through targeted positioning,element optimization,and quality monitoring.The dialectical unityof these tripartiterationales provides theoretical-practical guidancefor enhancing target-precision,demand-alignment,and effectiveness in talent cultivation forlocal application-oriented undergraduate universities,advancing institutional high-quality development.
