Talent Cultivation in Local Application-Oriented Undergraduate Universities： Historical， Theoretical， and Practical Rationales

Abstract：Local application-oriented undergraduate universities cultivating high-quality professionals for regional development have historical，theoretical，and practical rationales.Historically，theevolutionof their talent cultivation models stems from dynamic alignment between higher education and societal demands，experiencing policy-driven academic-to-application transition，industrial upgrading with talent imbalances compelingchange，andendogenousdemandsforinstitutional differentiation.Theoretically，multidisciplinary foundations—including the Party's innovation theories，higher education typology，competency-based education，industry-academia integration，andsystems-theoretic dynamicalignment models—provide conceptual frameworks from amultidisciplinary perspective for talent cultivation.Practicaly，a closed-loop“demand-orientation-element-restructuring-quality-assurance”pathway ensures in-depth alignment between talent cultivationand regional demands through targeted positioning，element optimization，and quality monitoring.The dialectical unityof these tripartiterationales provides theoretical-practical guidancefor enhancing target-precision，demand-alignment，and effectiveness in talent cultivation forlocal application-oriented undergraduate universities，advancing institutional high-quality development.
