GenAI in Rural Governance：Potential Risks and Practical Pathways

Abstract： GenAI empowering rural governance is an important way to adapt to the changes of the intelligent era and a key means to modernize rural governance and provide technical support to maintain rural social stability. In order to give full play to the positive enabling role of GenAI in rural governance， villages should be alert to the potential risks of data leakage，accountability ambiguities，and technological overdependence. Multiple governance bodies must refine legal and regulatory frameworks， abandon the myth of technological panacea，forge a digital rural community，cultivate digitally competent talent， and collaboratively advance the comprehensive revitalization of rural areas.
