Wei Yuan’ s Integrity Governance Thought： Methodological Insights for Party Conduct Improvement in the New Era

Abstract： Through scholarly，reformative，and political engagements， Wei Yuan developed a systematicintegritygovernance framework comprising fourpilars：people-centeredgovernance （ prioritizing the populace）， official accountability （rectifying bureaucracy）， fiscal prudence （curbing excess），and merit-based selection （embracing talent）.This intellectual framework emerged from the tumultuous late Qing context， his practical experience in flood control， tax reduction，educational advancement，and judicial reform，alongside Confucian benevolence，family virtues，and Hunan’s regional culture.His thought embodies people-centered governance values，public integrity norms，selfdisciplined cultivation， and statecraft pragmatism. Studying Wei Yuan’ s integrity governance provides historical insights and ideological resources for strengthening party-masses ties，deepening the Party’s self-revolution，rectifying undesirable conduct，and refining cadre cultivation systems in the new era.
