县级医院临床专科能力评估指标体系构建与应用

Abstract ObjectiveTo construct a clinical specialty capability evaluation idex system applicable to county一level hospitals，providing reference for the clinical specialtycapacity building of primary medical institutions.MethodsA literatureanalysis wasconducted toretrieverelevant documents，and preliminary classificationand screningof indicators were performed with reference tothe"General Indicators for National Clinical Specialty Capacity Assessment".The Delphi method was employed to optimize the indicator system，and the Analytic Hierarchy Process was used to determine the weightsof theindicators.Thespecialtycapabilitylevelsof32clinical departments inacounty-levelhospital were calculated through scoring.ResultsThe positive coefficients of the two rounds of Delphi experts were both 100% ， withauthoritycoefficientsrangingfrom0.795to0.995，andcoordinationcoeficients increasingfromO.369 to0.43，al with P<0.05 . The constructed indicator system comprises 5 first—level indicators，including service capability，technical capability，qualityand safety，service eficiency，andsustainable developmen，as wellas16 second-level indicators， and 43 third—level indicators. The CR values for all levels of indicators are less than O.1. After application， the evaluationresultsobjectivelyreflect the specialtycapabilitylevelsofthesample hospital.ConclusionTheconstructed evaluationsystem issuitableforassssng the specialtycapabilities ofcounty-level hospitals andcan provideabaseline surveyand quantitativeevaluationtolforlater efects，contributing tothe high-qualitydevelopmentofcounty—level hospitals.
