Abstract ObjectiveTo construct an evaluation index system for the service capabilities of trusteeship branch hospitals，providing an evaluation toolfor the developmentof servicecapabilities in trusteship branch hospitals.Methods

Based on the "Structure一Process-Outcome" model，literature review，expert consultation，and analytic hierarchy process were employed to screen indicators and determine their respective weights.ResultsThe effective response rates for the two rounds of expert consultation were 100% and 80% ，respectively，with expert authority coefficients of 0.892 and O.895.After the second round of consultation， the Kendall's W coefficients for the importance and feasibility scores of the indicator system were O.192 and O.O82（both P< 0.001 ）.The final evaluation index system comprises 8 first—level indicators，2O second—levelindicators，and 45 third—level indicators，including scale structure，resource support，systemconstruction，collaboration mechanisms，assessment and evaluation mechanisms，service volume，quality and safety，and operational efficiency.The top threefirst-level indicatorsby weight are quality and safety （0.242 5），collboration mechanisms（0.195 4），and system construction（0.165 4）．ConclusionThe evaluation index system forthe servicecapabilities of trusteeship branch hospitals is scientific and reasonable，aiding government departments and hospital management departments inconducting evaluations of trusteeship branch hospitals service capabilities and promoting their development.
